经过市政府相关部门和专家的调查，莲花南路莲花河畔小区倒塌鉴定报告如下： 1：经过鉴定，该楼属于自杀，于政府相关部门没有关系。 2：该楼自杀的原因是两侧压力太大，也就是说，该楼生活压力太大。 3：经过鉴定，该楼建筑符合要求，也就是说，该楼生理过关，心理不过关。 4：经过鉴定，导致该楼倒塌的重要原因是，该楼一侧堆土十米，另外一侧开挖四米，导致贫富差距过大。（内部参考：该原因公布时候注意专业术语，一方面要防止恐怖分子用同样的方法，在延安西路停十台压路机，然后在北京西路挖一个洞，导致市委市政府大楼崩塌，另外一方面要谨防境外的不法份子利用这份报告，联想到三峡大坝蓄水和汶川地震之间的关系，借机散播反动言论，蛊惑群众） 后备方案——该楼倒塌的原因是有人在楼内蓄意纵火，烤化地基，纵火者已经当场死亡，烧为灰烬。 后备方案2——该楼倒塌的原因是有人在楼内刻意开挖，挖歪地基，破坏者就是那天当场死亡者。 后备方案3——该楼倒塌的原因是因为四川余震，该楼正好处于余震的波峰中一个特殊频率中，导致倒塌，于建筑质量无关。 （会议记录：秘书小张提出，该楼于6月27日倒塌，余震发生在6月30日，我们认为问题不大，必要时候联合相关部门和宣传部门，造成该楼是于6月32号倒塌的事实） 后备方案4——该楼其实是因为市委市政府要做到“绿色世博，绿色小区”的概念，要求该小区拆除此靠江楼房作为绿化，因为事先沟通不够，导致群众的误会。市委市政府在拆除工作中，用了最为先进的无痛无伤拆除手法，响应了国务院有关节约的号召，这栋楼将通过黄浦江，被整体运输到指定地点，竖起来又能继续使用，在爆破领域开创了先河。 舆论配合： 1：拨款0.5元乘以15天乘以10000条等于75000元，用于网络留言宣传。主要集中在新浪网，搜狐网，腾讯网等门户网站，为了避免浪费，人民网和中华网不需要投入宣传，已我们上级部门的长包了。 2：组织SMG集团相关领导开会，开会的主题是，如果房价跌了，你们的房子和你们二奶的房子将严重贬值。让SMG领导认识到事态的发展和他们的利益息息相关，从来从本质上杜绝管理的漏洞。 3：组织专家，写稿一百篇，内容是《楼市回暖不会因为个案而阻挡》，突出主题，楼市下跌将危害到老百姓的利益，严重影响到上海作为国际都市的形象。相关切入点： 楼价大涨，你的楼也大涨了，你赚到钱了 楼价大涨，大经济也变好了，你赚到钱了 楼价大涨，穷人们不敢来了，社会更安定 楼价大涨，世博会的时候更有面子了。 4：最后用我们强大的宣传资源，等待上海第一例甲型流感死亡，马上转移视线，但是注意要提到，随着病毒的越来越强大，所以以后躲在家里的时间可能越来越多，还是建议广大市民积极购房。 5：在绿坝系统中新增屏蔽词，屏蔽词如下：“上海”“楼”“莲花”“搞笑”。 （会议记录，潜在不满者：卫慧和安妮宝贝，因为卫慧写过一本书叫《上海宝贝》，安妮宝贝写过一本书教《莲花》，将同时被屏蔽。处理方法：启动强大的宣传机器，造成卫慧写过一本书叫《安妮宝贝》的事实。）
