4万亿如何用到“刀刃”上？ [11-12 22:27] 周其仁：慎选项目，加强监管，防止贪污腐败 周其仁个人网站：www.zhouqiren.org 【背景】11月5日，国务院常务会议部署了刺激内需的十项措施，明确到2010年底，约需投资4万亿元人民币。其中，今年四季度先增加安排中央投资1000亿元。 目前，4万亿投资具体是存量还是增量，中央财政承担比例及资金来源等细节还未公布。但这项财政刺激政策已成为国内外的热点话题。 这4万亿的投资，如何才能投到点上？应对这场危机政府还需做什么？ 北京大学国家发展研究院院长周其仁认为，4万亿的财政刺激计划要达到目的，须谨慎选择投资项目，辅以“体制政策”，并对失业等问题做好应对准备。 周其仁说，积极的财政政策，不能简单理解为就是政府花钱。政府的行政开支在这样的困难时期就不但不应扩大，还应该收缩。积极的财政政策应该是把资本投向未来能产生效益的方向。 回顾历史经验，周其仁说，1998年，中国面临通货紧缩时，在朱镕基总理主导下，国家迅速启动了国债项目，增发了约3000亿元的国债。这些国债，加上商业银行贷款，大概创造了2万亿的投资规模，修建了大量高速公路、港口等基础设施。周其仁认为，这些措施为经济起到了一定支撑作用，但是，有些项目水平不高，“有些高速公路到今天也没有什么车在跑。”所以，政府投资有必要投“准”项目。 周其仁还指出，投资项目将来能产生多大的效益，这个效益由谁负责，都是现在必须解决的问题。“政府手里大把花钱的时候，监督怎么样？审计怎么样？”他提醒在投资过程中应该加强监管，防止在上一波国债项目中出现的许多贪污腐败事件。扩大国债和政府开支的同时，“中央纪委的编制也要扩大，”周其仁开玩笑说。 “万一这4万亿元还不足以解决问题，那怎么办？”周其仁认为，需要有所“储备”，也就是，不仅要有财政和货币政策，最重要是有“体制政策”。他说，现在一个项目，从立项，审批，到批准，十分耗时，税收项目也太多、太杂，不简明，而现在正是解决这些问题的机会。必须降低这些“制度成本”，才能保证内需恢复。他强调，实行财政刺激政策后，必须有体制保证，否则，很容易形成寻租的物质基础，得到事与愿违的结果。 周其仁说，中国“顺风顺水”了近十年，各界人士应对这场危机的心理准备可能不足，需要在开始的时候把困难想得充分一些。就业问题的困难会很突出。目前，劳动密集型的出口产业受到了重大冲击，可能有许多农民工“失业”。但是，这些农民工“失业”后，很难回到农业中去，因为他们中很多是年轻人，基本上没有种过地，直接就进城务工了。而中国的社保体系还不发善，特别是对于农民工的社保体系还较欠缺，所以，政府需要在财政政策里考虑到这个环节，给予这些农民工必要的帮助。 这一轮经济调整中的就业问题严峻还反映在，与上一次的国企职工下岗不同，国企效益低下时可能还能继续发工资，而民营企业一旦无力支撑，很可能只能“关门”，因此，对就业造成很大压力。 为了应对失业造成的社会压力，周其仁认为，重要的是要各方力量共同努力：“社保出一部分，企业出一部分，地方政府一部分，中央政府一部分，然后，家庭自己承担一部分。”■ 《财经》记者张翃 采写本栏目主持人信箱：haiyanjiang＃caijing.com.cn
