看到北大的周其仁说“只要有纸币，政府滥用发钞权的危险就存在，纸币节约交易费用的功能就会受到威胁”，我想说，这最多只说对了一半。 没有纸币的时候，政府一样非常有动力滥发货币，方法是减少金属货币里的“含金量”。下面这幅图是从Reinhard and Rogoff (2008)里截下来的，横轴是时间，从1400年到1850年，纵轴是欧洲十种货币里的平均含银量。你可以看到，在400多年的时间里，银币到了最后几乎已经不含银了，纸币的使用不过是这一过程的自然延续而以。 纸币，对政府收通货膨胀税而言，是历史性的技术进步。
