看到北大的周其仁说“只要有纸币,政府滥用发钞权的危险就存在,纸币节约交易费用的功能就会受到威胁”,我想说,这最多只说对了一半。 没有纸币的时候,政府一样非常有动力滥发货币,方法是减少金属货币里的“含金量”。下面这幅图是从Reinhard and Rogoff (2008)里截下来的,横轴是时间,从1400年到1850年,纵轴是欧洲十种货币里的平均含银量。你可以看到,在400多年的时间里,银币到了最后几乎已经不含银了,纸币的使用不过是这一过程的自然延续而以。 纸币,对政府收通货膨胀税而言,是历史性的技术进步。
