一个信号已经明确发出，政府确定要开始拯救低迷的楼市了。可以预见到，与1997年相仿，政府正在将楼市视作扛过金融危机寒冬的一条途径。 1997年，自泰国开始的金融危机迅速席卷整个亚洲，几乎所有的亚洲国家都未能幸免，中国香港更是处在经济危机的中心地带，而中国内地则处于受到金融危机重创的国家包围圈中。当时的经济已经出现下行趋势，经济局面比现在一点也不轻松。正是在那个时刻，时任国家总理朱镕基做除了催热房地产市场的决策，以此来拉动内需增长。 现在来观察国内的经济形势，与1997年颇有相似之处。依然是一场狂飙似的金融危机，依然是国内经济出现下行趋势，依然是内需仍然是拉动经济增长的三驾马车中最弱的一驾，在应对经济增长放缓的目的下，政府依然寄希望与内需。而房地产，看起来又一次受到了决策者的青睐。 道理非常简单，能够最大程度上掏出民众腰包里面的钱的办法就是让他们买房子了。现在许多中国人努力奋斗一辈子就是为了攒钱买一栋房子——攒了一辈子的钱，如果这些钱都能流通到市场上，该是多大的流动量啊！ 但是，必须提醒决策者的是，当前与十年前不同的一个现实是，目前房价已经畸高，泡沫已经吹的很大了。如果继续将其催热的话，只会将这个泡沫弄破。从美国开始的这场金融危机就是一个活生生的例子。 政府要催热房地产市场，势必会催动新一轮的房地产开发热潮。那么房子开发出来怎么办？只有卖掉。但是在现在，房价已经高出了大部分民众承受范围的情况下，房子怎么能卖出去？政府现在想要拯救房地产市场，继续催热这个领域，可能只会出现两种情况： 第一：房地产商开发的房子卖不出去，于是大量积压在手中，资金不能回笼，因为不能还贷——要知道，房地产最大的债主就是银行，如果房地产商不能还贷，银行势必会出现大量的呆账坏账不良资产。现在我们无法预计这部分帐目有多大，但是无论多大都难免步美国银行的后尘——只不过程度上可能有所不同； 第二：通过鼓励民众贷款，让大批民众购买房屋，民众也欣然接受这种鼓励政策。于是他们从银行贷出钱来，去买房地产商的房子，房地产商用收到的钱去还银行的贷款。结果转了一圈之后，银行的巨额贷款依旧存在，而还贷人却由还贷能力相对较强的房地产商转移到了还贷能力差的民众身上，于是不良资产增长的危险进一步加大。到后来，也可能与第一种可能殊途同归。 当然，与美国现在情况不同的是，中国政府不用像美国政府那样小心翼翼，战战兢兢的申请国会通过援助法案。我们的政府可以堂而皇之的拿着纳税人的钱，去挽救可能出现危机的银行。因为对于他们来说，纳税人的钱是全民所有，那些归国有的银行也是集体所有的。手心手背都是肉。 如果我一个对经济一无所知的外行都能感觉到拯救楼市不是一个长久的办法，甚至有诱发经济动荡的可能的话，我不相信政府的决策者们看不到这些。只不过，他们也许同样也看到了自己与美国政府的不同之处了吧？ ---以下日志推荐阅读--- 吴敬琏：金融风暴对中国的影响明年或深化 (0) 无根之城 (1) 房价的个人问题 (0) 国家和国家的我 (4) 印花税下调，全国齐贺电 (0)
