题注：互联网绝对是到目前为止人类最重要的发明之一，可以说是人类建立的巴别塔。全球许多国家都存在不同程度的网络审查、封锁以及过滤现象，无论是极权还是民主国家。ｓｏｌｉｄｏｔ５月消息，Herdict根据用户递交的报告列出网络封锁最严重的五大国家：分别是：伊朗、中国、摩尔多瓦、美国和泰国。而根据金融时报2007年的报道，实施互联网审查的国家增多。 ＰＳ：其实我不想写这篇文章的，但在ｇｏｏｇｌｅ和ｂａｉｄｕ以“各国网络封锁现状”、“全球网络封锁现状”、“各国互联网封锁现状”为关键词都找不到比较好的文章，维基百科倒有相关条目，但也没那么清楚。所以就自己动手搜寻英文资料再翻译过来了。本文内容主要来自维基百科互联网审查英文和中文条目以及个人搜集的其他资料。个人水平有限，错误在所难免。 上面这张图片是无国界记者对互联网审查的评分。黑色部分（大家可以看到天朝一片黑漆漆）代表互联网黑洞（意即网络审查最严重），草绿色代表有监视，黄色代表有部分网络审查（大部分国家都是黄色），至于蓝色就说明没有网络审查（主要集中在非洲、南美，这些国家怕是互联网不发达以至于监管都无能为力。）图片来自维基百科 上面这张是OpenNet Initiative（ONI）开放网络促进会（哈佛大学法学院(Harvard Law School)、多伦多大学(University of Toronto)、剑桥(Cambridge)和牛津(Oxford)共同组建的）绘制的互联网审查地图，和无国界记者略有不同。红色代表pervasive（意即互联网审查普遍存在），稍淡的红色代表Substantial（大量存在） ，砖红色就是 Nominal （微不足道），接下来粉色是Indirect（非直接），黄色代表Watchlist（观察名单）。地图上还有一大片白色不知道是什么意思。 亚洲 亚洲是互联网封锁最为严重的地区，在无国界记者于2009年发布的12个“互联网敌人”(enemies of the Internet)中，有９个位于亚洲，分别是缅甸、中华人民共和国、伊朗、朝鲜、沙特阿拉伯、叙利亚、土库曼斯坦、乌兹别克斯坦和越南。而被ＯＮＩ列入Pervasive 级别的１２个国家中，也有８个位于亚洲，分别是伊朗、缅甸、朝鲜、 中国、叙利亚、 土库曼斯坦、 乌兹别克斯坦和越南。 亚洲国家掀网络封锁潮 中国： 不赘述，参考维基百科。 朝鲜： 朝鲜国内只有很小一部分人能连接国际互联网。其国内建立的光明网并不与国际互联网连接，朝鲜民众只需到各电话分局办理入网申请手续，即可免费24小时透过电话线享用无限时的上网（光明网）服务。由于朝鲜严格的信息封锁，因此不清楚其是否在光明网内部也有过滤。http://baike.baidu.com/view/157433.htm 韩国： 韩国是世界上首个强制推行网络实名制的国家，网民在韩国主要网站发布信息必须先接受身份验证。 韩国被ＯＮＩ列入互联网过滤Substantial（大量存在）级别，韩国禁止公众访问同情朝鲜的“倾朝”网站，共计３１个。此外，韩国还封锁未分级游戏、色情、赌博等非法网站。在搜索被认为不适合青少年的特定关键词时，网民将被要求输入身份证号验证年龄。 由于抵制抵制实名制，Youtube今年取消了韩国版的上传和评论功能。http://it.sohu.com/20090410/n263316283.shtml 日本： ２００９年４月，日本通过了“不良网站对策法”，,规定手机服务商有义务提供过滤服务,促使未满18岁的未成年人远离不良网站。6月30日，日本政府确定了为保护青少年免受不良信息影响的“互联网使用基本计划”。日本政府提供免费过滤软件“FILTERing”，但不强制使用。 http://news.sina.... 越南： 越南政府对网络有大规模审查和封锁，网络警察对网吧进行监控，多名互联网异议人士因为呼吁民主被投入监狱。 据BBC网站２００８年１２月报道，越南政府开始加强对博客的限制和监控，以净化网络语言。报道称，越南电讯传播部草拟了新标准，要求ＩＳＰ每６个月向政府报告并提供可疑博客的信息。任何危害国家安全、煽动暴力或泄露国家机密的文章将会被禁止。 缅甸： 在缅甸，互联网受到严格控制，上网费用异常昂贵、网速也较慢。包括美国Fortinet公司在内向缅甸提供了互联网过滤软件系统。凤凰周刊２００６年底报道说，ONI的报告显示，缅甸军政府的网络审查水平目前居于世界前列。在缅甸，一些国外的电子邮件服务提供商，如雅虎和Hotmail等，长期被列为封锁对象。 无国界记者称，在缅甸仅仅上网本身就可能被视作异议行为。根据Electronic Act （电子法），上网者必须得到官方许可，否则最高处罚可能是入狱１５年，并被视作危害国家安全、民族团结、文化、国家经济和法律法规。２００７年，缅甸僧侣通过互联网发起“藏红花革命”时，政府切断了互联网连接。 全球互联网管制最严厉国家之缅甸 缅甸仰光互联网瘫痪多家报纸停刊 泰国： 今年１月， 泰国政府宣布封锁2300家涉嫌冒犯泰国国王的网站，并且正在等待法院批准对另外400家网站进行限制。 此外，因播放侮辱国王的视频，Youtube遭泰国政府封杀。 (more…) 本作品采用知识共享署名-非商业性使用-相同方式共享3.0Unported许可协议进行许可。本站已被中国政府GFW屏蔽，如需留言请翻墙。(digitalfingerprint: 5a12cce0688c17c31bd3a3193f8eb709)
