Kremelská politika zaměřená na zpětné ovládnutí někdejších kolonií zaznamenala další dílčí úspěch: zdeptaná ODS kapitulovala a místo aby senát normálně hlasoval, protože je to ústavou definované a volbami stvrzené zákonodárné těleso, připustila, aby se hlasování o radaru podložilo na dobu, až nezvolení senátoři za ODS odejdou.
