公共放送の役割は大きい。国民が正しい判断を下すには、正確で偏りのない情報が広く提供される必要がある。議会制民主主義では主権者である国民が国民のための政治を実現するために、選挙によって国会議員を選出し、国会議員から構成される国会が政権が創設し、政権は国民の意思を反映して行政を執行する。政治権力が創出されるが、権力を付与する主権者はあくまでも国民である。 国民は政治の現状、実態を知る権利を有する。事実を正確に知ることによって、主として選挙の際の投票行動を通じて主権者としての権利を行使する。事実を正確に知ることは、主権者である国民が、間違いのない意思決定を実現する基礎条件になる。 国民が事実を知るうえで、最大の影響を受けるのが、マスメディアが提供する情報である。メディアが提供する情報に偏りがあれば、国民が正しい判断を下すことができなくなる。 逆に言えば、政治権力を握る勢力には、権力維持のために、メディアをコントロールしようとの強い誘因が生まれることになる。偏った情報が流布され、一般国民が偏った情報によって洗脳されてしまうことは、民主主義の根本にかかわる重大な問題である。 メディアのなかで圧倒的な影響力を持つのが全国紙とテレビメディアである。地方の新聞も共同、時事の２社が配信するニュース報道をそのまま報じることが多く、国民が入手する報道は、驚くほど少数の媒体によって供給される。 全国放送のテレビの場合、１％の視聴率は約１００万人の国民が情報の受け手になることを意味する。視聴率１５％のテレビ番組は１５００万人の国民に、同時に同一の情報を提供するのだ。その影響力は計り知れない。 １０００人の聴衆を集めた講演を１０００回繰り返して、ようやく１００万人の人々に情報を伝達することができる。テレビメディアを活用すると、わずか１％の視聴率でこの効果を達成してしまう。 民放の場合、放送会社の財政を支えるのはスポンサーである。放送会社はスポンサーの意向に従わざるを得ない。スポンサーは基本的に大資本である。民間放送は、構造的に大資本の意向に従わざるを得ない宿命を背負っている。 政府の不祥事を批判する報道を民放会社が繰り返すとき、政府と密接な関係を持つ大資本の代表者が、放送会社に対するスポンサー支出を削減するとの意向を伝えれば、放送会社は放送内容を修正せざるを得ない。民間放送がこのような基本構造を抱え込んでいることを十分に認識しておく必要がある。 こうした構造を踏まえて放送法は政治的な「不偏不党」、「政治的公平」を定めている。ところが、現実にはその規定が著しく歪められている。歪められている原因には、上述したような経済的、根源的な事情がある。 その意味でも公共放送の役割が重要になる。ＮＨＫ問題については、拙著『知られざる真実－勾留地にて－』（イプシロン出版企画）でも記述した。「政治からの独立性」という「放送の公共性」が確保されなくなった原因は、１９５２年の電波監理委員会廃止立法にある。 この立法を実行したのが、麻生太郎氏の祖父にあたる吉田茂首相である。第２次大戦直後、ＧＨＱは日本の放送民主化のために「放送委員会」を設置した。「放送委員会」は１９４７年に「放送委員会法案要綱」を策定して、政府から独立した機関としての「放送委員会」を特殊法人として改めて設立する提案を行った。放送委員会がＮＨＫ会長を推挙し、周波数の割り当ての任務を行うこととされた。 ところが、東西冷戦が勃発し、ＧＨＱの統治方針が全面的に転換した。電波配分の権限は電波監理委員会に移され、さらに１９５２年の立法により、郵政省に回収され、「政治からの独立性」が維持されない構図が作られた。 つまり、冷戦が発生し、ＧＨＱは政府から独立した公共放送を実現しようとした当初の方針を撤回し、政府が公共放送を支配する構造を日本に創設してしまったのだ。ＮＨＫは予算を含めたすべての側面で、政治権力に従属する組織になることが、制度的に強制されてしまったのだ。 とりわけ、小泉政権発足後、この傾向が顕著になった。その理由は小泉政権が権力維持の力の源泉として重視した世論を誘導するための、最も重要で有力な手段がマスメディアのコントロールであることを認識して、マスメディアに対する支配を強化したためである。 ＮＨＫの側でさまざまな不祥事が発覚したこともあり、ＮＨＫは政治権力の御用機関になり下がるしか生きる道がなくなることになった。受信料の強制徴収制度の導入、予算の承認などの問題も存在し、ＮＨＫは政治権力に従属せざるを得なくなっている。 しかし、ＮＨＫの事業活動を支えているのは視聴者が支払っている受信料である。視聴者はＮＨＫの事業活動を支える主役であり、視聴者が積極的に声を発することが事態を変化させる原動力になる。 ＮＨＫの報道番組、政治番組に対する監視を強めなければならない。代表的な政治番組である「日曜討論」、「ＮＨＫスペシャル」、「クローズアップ現代」、「定時ニュース」などへの監視を強化しなければならない。 本ブログで取り上げてきた金融機能強化法改正案審議をＮＨＫニュースがほとんど報道しないのは極めて不自然である。ニュース番組の時間配分にも注意が必要だ。 政治番組ではないが、大相撲はＮＨＫの重要番組と位置付けられている。１１月９日から始まった九州場所のテレビ中継を見ると、客席の半分以上が空席になっている。傷害致死（殺人）事件、麻薬汚染、八百長疑惑の問題が次から次へと噴出するのだから、人気凋落は当然のことだろう。 私は以前、知人の元ＮＨＫのスポーツキャスターから、直接、相撲協会とＮＨＫがかなりの取り組みについて、事前に勝敗を掌握しているとの話を聞いた。最近問題になっている八百長疑惑には、構造的に根の深い現実が存在するのだろうと推察している。 問題は、このような問題を抱える日本相撲協会にＮＨＫから巨額の放映権料が支払われていることだ。伝えられるところによると、年間３０億円もの資金が提供されていると言う。日本相撲協会の事業収入予算は年間８８億円（２００８年度）で、ＮＨＫの拠出金はその３分の１を占めていることになる。 ＮＨＫが支払う放映権料の元々の出資者である視聴者が、この程度の資金拠出は当然だと考えるのなら、正当化されるが、視聴者の多くが見直しを求めるなら、論議が必要だろう。 大相撲の問題が表面化すると、いつも横綱審議委員会が登場する。「審議委員会」との名称が付けられていることから、政府直属の審議会であるとの印象が持たれやすいが、そのような公的、法的権限を持つ組織ではない。横綱の推挙を決定するための機関に過ぎない。 ＮＨＫが横綱審議委員会を定時ニュースで大ニュースとして報道することも、バランスを欠いていると思われる。 日本の民主主義を考えるうえで、ＮＨＫのあり方をどのように変革するかは、極めて重要な問題である。一般国民が財政的に支える全国放送を実施する放送機関が存在するなら、その機関を政治的に独立させ、政治権力がメディア情報をコントロールすることを牽制する重要な役割を担う機関に刷新して育てることが望ましい。 「ＮＨＫ問題」を国民的論議に高めることが求められる。 「植草一秀 の『知られざる真実』」 を応援してくださる方は 人気ブログランキングへ のクリックお願いします！ 人気ブログランキングへ
