India burns while Shivraj Patil works on a grand plan to recruit more policemen Over at Tehelka magazine they have a curious defence of Shivraj Patil, arguably the worst home minister in the worst government in Indian history (linkthanks Gautam John). The article tells us that “sources close to the Home Minister said that is precisely how he is expected to function — by not taking sides. They said that Patil understands his job differently: ...

Last week we noted the thoughts of Professor David Wiley of Brigham Young who had the audacity to suggest that higher education could be on the verge of irrelevance. The day after we posted his summary, social scientist Charles Murray authored an op ed piece for the Wall Street Journal that also criticized higher education as it is currently designed. “For Most, College Is a Waste of Time” proved to be a strong rebuke of ...

People don’t need anyone to represent them…but she’s not just anyone But you know that Suzanna Arundhati Roy, a writer of fiction, and a rebel of every cause, is anti-national, apologist, sympathiser and champion of armed struggle and all that. But did you know that she suffers from multiple irony deficiency disorder too? She attends one big rally in Srinagar and declares that “People don’t need anyone to represent them; they are representing themselves.” And ...

Barack Obama and John McCain both believe that they know how to improve the American health care system. A policy brief by Michael Tanner has nice summary of the two candidates policies. I will review some of this paper today. Obama’s general health care policy Obama goal is to expand government provided health care and create a form of “managed competition” originally developed by Alain Einthoven. Obama supports expanding SCHIP and Medicaid eligibility. Although Obama ...

Modell, S.J. & Mak, S.(2008). A preliminary assessment of police officers’ knowledge and perceptions of persons with disabilities. Intellectual and Developmental Disabilities, 46(3), 183-189. This study is based on a survey of 124 police officers of various ranks in Northern California. The results revealed that many officers were poorly informed about disabilities but also demonstrated that many recognized that they needed to learn more and wanted more training on disability. A few results include: 56% ...

The California Air Resources Board (CARB) is considering changes to the Zero Emission Vehicle Program (also commonly known as the “ZEV Mandate”). Premise: A while ago, Fred Wilson, a (possibly biased) tech-investor, wrote that he was bullish on the tech-industry. Recently, the New York Times reports that e-commerce is up because people want to travel less (fuel costs). And previous stories reported on the migration of advertising revenues from traditional media to online media. A note: I don’t know that there will be a recession. I know that the real-estate bust in the US is a pretty ...

From Tyler Cowen’s outstanding NYT column on means testing Medicare, sweet, sweet music to my ears: [T]he argument for comprehensive and universal transfer programs does not meet the ideal of democratic transparency. If taking care of the poor is the real value in welfare programs, those programs should be sold as such to the electorate. We shouldn’t give wealthier people benefits just to “trick” them, for selfish reasons, into voting for greater benefits for everyone, ...

THE NATURE OF SCHOOL CHOICE, as explained at Atlantic Blog. Vouchers are too big a danger not only to the teachers unions (of which the Democratic Party is a wholly owned subsidiary), but to a bipartisan coalition of well off people. Whatever would happen to their property values if their schools ceased to be the exclusive property of their wealthy suburbs and became open to just anyone?A

Thanks to France being all quatorze juillet yesterday, we got the benefit of Clay Shirky’s wit and wisdom over lunchtime at Demos. Although the first few minutes were “Previously on ‘Here Comes Every Body’”, as you’d expect in a session chaired by Paul Miller at the lefty think-tank there was much focus on the use of social software in public policy and political organisation. Yay! I hope you don’t expect me to weave what was ...

Tell me again why Social Security, Medicare, and Medicaid are labeled as “non-discretionary” spending. As I understand it, Congress could shut them all down tomorrow if they wanted to. Or they could cut benefits massively. Or change eligibility requirements any way they like. Which makes it discretionary, doesn’t it? Isn’t it basically just a lie to make it out like the government might or might not spend money on highways, but just has to fork ...

In a move that indicates that the medical community suffers from collective amnesia, the American Academy on Pediatrics just recommended new guidelines that would subject more than 30 percent of all kids between the ages of two and ten to cholesterol screening tests. Whereas previous guidelines suggested testing only kids with a family history of heart disease, the new standards include all children who are overweight, who have diabetes or hypertension, or who smoke (yes, ...
