Минюст РФ по поручению правительства разработал и внес на рассмотрение кабинета законопроект о введении в России домашнего ареста как альтернативы содержанию под стражей. Эта мера позволит "разгрузить" переполненные СИЗО на 20 тысяч человек ежегодно. А заключенным "гуманизируют" условия отсидки.
