中国终于取代日本，成为美国国债最大海外持有者。最新一期美国财政部月度国际资本流动报告(Treasury International Capital, 简称TIC)数据显示，中国持有的美国一年期、一到十年期以及十年以上期国库券，已从8月份的5414亿美元升至9月的5850亿美元。另一方面，日本的持有量则从5860亿美元降至5732亿美元。 该报告数据还显示，9月份美国投资者出售了创纪录的380亿美元外国债券。此前，该项数据在7、8月均曾创造历史纪录。美国资金回撤，导致美元走强，并在一定程度上填补了美国经常账户赤字。 摩根士丹利(Morgan Stanley)策略师乔治•冈卡尔维斯(George Goncalves)说：“就外国购买美国国债而言，9月份的大事就是中国持有量首次超过日本。” 英国仍然是美国国债第三大海外持有者，自8月的3080亿美元上升至9月的3384亿美元。 至少自上世纪90年代早期开始，日本就一直是美国国债的最大海外持有者。2003、2004两年，日本央行(Bank of Japan)干预外汇市场，力挺日元，日本的美国国债持有量随之迅速增加。过去一年，日本减持了手中的美国国债，数额从近6000亿美元开始下降，而中国则进一步买入，数额从4700亿美元上升至当前水平。 8至9月，中国的美国国债持有额增加436亿美元，这一历史性升幅中的相当大部分是新购买的美国短期国库券。 译者/萧齐 全文
