I don't see the problem here. Comcast seems to be doing its part to obey the so-called "net neutrality" philosophy that all websites should have equal access to bandwidth. So their only alternative in curtailing excessive use is to turn to the customers. If that doesn't work they'll just raise the rates for all customers.
