Perhaps it's not the medium but the way people are driven to it. Like if I read on some tech website that there would be QR codes in a section of my local newspaper, I would probably make an effort to pick up that newspaper if I thought scanning the code would be valuable enough to me. Same with putting these codes in random places such as product packaging or on a street corner, if I am savvy enough to search the web and find out the purpose to the codes I would be able to decide if I wanted to scan them or not. Bottom line is that practically nobody knows what these codes are for, second is the available technology to make use of them.
